This adds a
dbmodule which provides a connection pool via aOnceCellthat is initialized when it's first accessed. I've copied over the database migration code and config file parsing from theratingscrate. The latter is now also exposed via a (separate)OnceCell.Functions that read/write data from the DB are now associated methods of the respective structs and directly accept a
PgConnection.UDENG-4751
